Leanda began her career at Telkom SA, where she worked for 12 years. Her combination of qualifications has equipped her to work in the fields of: Labour Relations, Human Resource Management and Regulatory and Public Policy. She also practiced law for a while before moving to a Consulting environment (Regulatory Compliance). She then joined the SCM Client Support unit of the OCPO before moving to the SCM Policy and Legal unit (also OCPO) within National Treasury. Her brief is to promote fair, equitable, transparent, competitive and cost-effective government procurement through, amongst others, the development and application of enabling procurement policies, including policies that seek to use public procurement as a lever to promote government's socio-economic objectives.

Other responsibilities include rendering advice on the interpretation of SCM policies and legislation as well as responding to various SCM related queries in line with public sector procurement policy and legislative prescripts.

Career highlight

Leanda was part of the team that drafted the revisions to the Preferential Procurement Regulations, which were eventually promulgated on 20 January 2017, and effective from 1 April 2017.
