Dr. Harry Malila is the Director-General (DG) of the Western Cape Government (WCG), providing strategic leadership to one of South Africa’s most high-performing provincial administrations, consisting of about 90 000 staff and a budget of R100 billion.
He brings more than 25 years of senior executive experience at SARS, the Provincial Treasury and in the Premier’s Department. In the Treasury, he was head of fiscal and economic affairs, which included the compilation of the provincial budget, municipal oversight, and the production of policy and economic publications. This portfolio afforded him deep expertise in fiscal, financial, and economic governance at both domestic and international levels. He understands the global, national, regional and local political, social and economic factors that impact governance and performance.
As the DG of the Province, Dr Malila’s role includes overall responsibility for the activities of the WCG, including the realisation of the Vision of the WCG, “to build a government that people trust”. He is passionate about delivery and believes in making the WCG a values-driven institution, instilling in employees the WCG Values of Caring, Competence, Accountability, Integrity, Innovation, and Responsiveness.
Under Dr. Malila’s leadership, the Western Cape Government has consistently achieved the best financial and corporate governance outcomes in the country and has been recognised as a Top Employer™ in South Africa for three consecutive years (2023–2025), underscoring his commitment to organisational excellence, people-centred leadership, and public-sector innovation. The Province’s strong Record of Delivery reflects his strategic leadership and oversight, while the Provincial Strategic Plan 2025–2030 embeds government’s promise to residents and communities across the Western Cape.
Dr. Malila is firmly committed to strengthening governance, fostering an accessible and responsive administration, and upholding public trust and professional ethics. As Director-General, he advocates embedding good governance in the public sector and implementing the Province’s key strategic priorities and safeguards the vision and values of the Western Cape Government. He works closely with the Premier and regularly engages with the Presidency, Mayors, business leaders, faith-based organisations, and the diplomatic corps, while overseeing intergovernmental relations at local, national, and international levels.
He holds a Bachelor of Accounting Science from UNISA, an Honours and Master’s Degree in Business Administration (MBA) from Stellenbosch University, where he also earned a PhD focusing on good governance and the performance of the State.
