Owen has over 25 years of experience in three spheres of Government (Local, Provincial and National) and 10 of those at senior management level. Over the years he has lead a number multidisciplinary teams to achieve the objective of the organization and acquired extensive experience. Amongst my most notable areas of expertise relates to municipal regulatory framework, governance and policy, budgets, municipal mergers, intergovernmental fiscal framework to name a few.
Holds a number of qualifications both an undergraduate and postgraduate with specialization in the Public Sector broadly with specialization in local government management & finance. Currently enrolled for a PHD at Wits University.
